Where the RAD numbers come from
Three HUD sources, each with its own date. We group and summarize them; we do not change HUD's figures.
Conversions: the RAD Resource Desk export
The RAD Resource Desk is the site HUD uses to run RAD. Its public "PHA Data" page exports every Component 1 (public housing) conversion record: state, housing authority, development, PIC number, PBV or PBRA, RAD and other units, status, CHAP and closing dates, and flags for transfer of assistance, new construction, tax credits, FHA insurance and RAD/Section 18 blends, plus hard construction costs, a tax credit amount and total hard debt. Our copy was downloaded October 24, 2026 and holds 2,619 records, 1,955 of them closed (203,060 RAD units, which matches the Resource Desk's own running total). The latest closing in it is October 21, 2026.
Quirks to know: the export doesn't carry a separate housing authority code, so we take it from the first five characters of the PIC number. Money fields report "$0.00" for both zero and unknown, so we leave zeros out of every average. HUD doesn't define the "tax credit amount" field, so we don't use it. Ninety-seven early awards carry a CHAP date of January 1, 2013, which looks like a placeholder; we leave those out of timing figures.
What's left: the RAD Contract Rents Look-Up Tool
HUD's RAD Contract Rents Look-Up Tool (May 2026) lists every public housing project that hasn't converted: 6,191 projects and 881,789 units at 2,692 housing authorities. For each, it gives the bedroom mix, 2024 capital fund, operating fund and tenant rent per unit month, the 2026 RAD contract rent (2024 funding inflated by the 2025 and 2026 OCAF), the estimated utility allowance, the PBV (110% of FMR) and PBRA (120% of FMR) caps, and HUD's estimated rents for 90/10, 60/40 and 30/70 RAD/Section 18 blends. HUD calls the utility allowances and blend rents estimates.
Component 2: the multifamily closed list
Conversions of Mod Rehab, Rent Supplement, RAP and Section 202 PRAC properties are tracked separately by HUD's Office of Multifamily Housing. Its public list is dated June 1, 2024 and shows 476 closed conversions covering 44,691 units. HUD hasn't posted a newer one, so we cite the totals but don't build pages on it.
Rules
Program rules on this site come from the RAD notice (H-2019-09 / PIH-2019-23, Revision 4, as amended by Supplementals 4B and 4C), HUD's April 2025 PBV vs PBRA guide, Public Law 119-101 section 212 (July 11, 2026), and for FHA financing, 90 FR 45789 and Mortgagee Letter 2025-03. Each page cites what it uses.

Use it in your own work
HUD's data is a federal government work and is in the public domain. Our compilation (the cleaned names, the PHA codes taken from PIC numbers, the per-PHA totals) is offered under CC BY 4.0. Credit it as "Data: Conversion Ledger (rad.loans)" with a link to this page. No warranty: if HUD's files are wrong, so are ours. For bulk or commercial API use, write to desk@janover.co.
JSON the site serves
/data/tracker.json- The compact rows the conversion tracker loads: PHA, development, PBV or PBRA, units, status, CHAP and closing dates, tax credits, FHA and blend flags.
/data/rents.json- The rows behind the rent check: each unconverted project's 2026 RAD rent, PBV and PBRA caps, blend rents, utility allowance and operating figures.
/api/live?ids=UST10,UST7,SOFR- Today's Treasury par yields and SOFR as JSON, with the publisher, the date of each reading and whether it is fresh or stale. Open to other sites (CORS), cached for 15 minutes.
