PBV or PBRA? A RAD contract chooser
Which form of RAD assistance fits your conversion: project-based vouchers or project-based rental assistance? Answer eight questions; each answer that tilts the choice says why, from HUD's own comparison guide. Then see what 1,955 closed conversions chose.
Nationally, 66% of closed RAD conversions chose PBV (61% of units). The full side-by-side is in our PBV vs PBRA guide.
Your answers point to
Close call- PBVUnder PBV the voucher agency, usually the converting PHA, administers the contract and earns a HUD administrative fee on the RAD PBV units.
- PBRAPBRA is paid from the Project-Based Rental Assistance account, and HUD says it has never failed to make monthly PBRA payments. PBV is paid from the PHA's voucher funding, so a voucher shortfall is the PHA's to absorb. Ask lenders how they treat each.
- PBVPBRA owners bill monthly through TRACS and face HUD management and occupancy reviews; HUD calls setting up TRACS a lengthy and challenging process. PBV has no HUD MORs unless the loan is FHA-insured.
- PBRAWhen the PHA owns a PBV property, an independent entity must do the rent reasonableness studies and inspections. Under PBRA, HUD or the PBCA does that oversight.

How this works
Each answer carries a lean: toward PBV, toward PBRA, or neither, weighted 1 or 2 by how much HUD's guide says the point matters. A net lean of 2 or more names a contract type; anything closer is a close call that turns on facts the questions cannot see, such as your voucher funding outlook and your lenders' views. The reasons restate HUD's April 2025 PBV vs PBRA comparison guide and the RAD Notice (Rev 4 as amended by 4B and 4C). They are not legal advice.
Questions people ask
What is the difference between RAD PBV and PBRA?
Both are long-term project-based Section 8 contracts. PBV is administered by a voucher agency (usually the PHA) under 24 CFR part 983 and funded from voucher money; PBRA is administered by HUD Multifamily or a PBCA under 24 CFR part 880 and funded from the PBRA account. They differ on rent caps, contract term (PBV 15 to 20 years, PBRA 20), choice mobility (12 versus 24 months), inspections and reporting.
Which do most housing authorities choose?
In HUD's RAD Resource Desk data, 66% of 1,955 closed conversions chose PBV and 34% PBRA. The table on this page breaks that down by tax credits, FHA debt, blends and PHA size.
Can a project switch from PBV to PBRA later?
Supplemental Notice 4C lets a RAD PBRA project that also has a PBV contract, with HUD approval, terminate the PBV contract and put all assisted units under one RAD PBRA contract. Residents keep their choice-mobility time.
Does the choice change the rent?
The starting RAD rent is the same; the cap differs. PBV caps at the lower of reasonable rent or 110% of FMR less utility allowance; PBRA at 120% of FMR less UA, or up to the lower of market or 150% of FMR with a rent comparability study.
