Every RAD change in 2025 and 2026, by date

The biggest RAD changes of 2025 and 2026 were Supplemental Notice 4C (effective June 16, 2025), the ROAD to Housing Act making RAD permanent with a 555,000-unit cap (enacted July 11, 2026), a 12-month TPV lookback for blends (May 6, 2026), the end of Restore-Rebuild (May 12, 2026), the 25% LIHTC bond test and a 0.25% FHA premium.

RAD’s rules come from four places: the statute, HUD’s RAD notice and supplements, HUD’s general program rules (FMRs, OCAFs, voucher and Section 18 notices), and the financing programs most conversions use. All four moved in 2025 and 2026. This page lists each change by date with its primary citation. Items we could not confirm on a primary document are labeled “reported”.

What has not happened yet

As of October 30, 2026:

  • No notice implementing §212. HUD’s RAD notices page still lists 4C as the latest supplement, and the notice still prints 455,000 units and a September 30, 2029 deadline. The statute controls those two points; see RAD is permanent. The RAD Resource Desk already shows the 555,000 cap.
  • No lease addendum or penalty procedures. Both are authorized but not implemented.
  • No 2027 OCAF. Expect it in the Federal Register early in 2027.
  • No 2027 RAD rent base year. Under the notice’s two-year cycle, CHAPs issued from January 1, 2027 would use a new base. See RAD rents and OCAF.
  • No new Component 2 data. HUD’s closed Component 2 list is still dated June 1, 2024.

Short answers

What is the latest RAD notice?

As of October 30, 2026, HUD's RAD notices page lists Supplemental Notice 4C (H-2025-01 / PIH-2025-03, published January 15, 2025) as the latest supplement to RAD Notice Revision 4. HUD has not issued a notice implementing the July 2026 statutory changes.

When did Supplemental 4C take effect?

The Federal Register notice (90 FR 25356, June 16, 2025) says 4C is effective June 16, 2025, with its new statutory and regulatory waivers and alternative requirements effective June 26, 2025.

Did the 2026 appropriations act change RAD?

Not the cap or deadline. The Consolidated Appropriations Act, 2026 (P.L. 119-75, February 3, 2026) let ROSS renewals serve RAD residents, funded due diligence and technical assistance for small properties converting under either component, and factored Jobs-Plus rent incentives into RAD HAP payments.

Is Faircloth-to-RAD still available?

No. HUD's Restore-Rebuild initiative, formerly Faircloth-to-RAD, is winding down: HUD announced the wind-down in a memorandum issued May 12, 2026. HUD said the wind-down does not affect a housing authority's ability to convert existing public housing through RAD.

What did the One Big Beautiful Bill Act change for RAD tax credit deals?

Public Law 119-21 (July 4, 2025) lowered the private activity bond test for 4% credits to 25% of basis for buildings placed in service in tax years beginning after 2025 with at least one bond issue after 2025 financing 5% or more, and made a 12% boost to 9% credit ceilings permanent from 2026.

Has HUD published the 2027 OCAF?

Not as of October 30, 2026. The 2026 OCAFs were published February 3, 2026 at 91 FR 4934.
