Questions
What is a CHAP in RAD?
A Commitment to enter into a Housing Assistance Payments contract: HUD's award letter that reserves RAD conversion authority for a public housing project and sets its initial RAD rents. It starts the clock on the Financing Plan, which is due within 270 days.
How many RAD conversions are in the pipeline?
In HUD's RAD Resource Desk data as of October 31, 2026, 622 public housing conversions covering 66,014 units hold a CHAP but have not closed: 521 at CHAP awarded, 55 at Financing Plan submitted, 46 at RCC issued.
What happens after the RCC?
The housing authority has 30 days to sign the RAD Conversion Commitment and the deal is expected to close within 90 days of its issuance, when the public housing ACC is released and the PBV or PBRA HAP contract is signed.
How long does it take to get from CHAP to closing?
For closed deals the median is about 22.5 months. The CHAP to closing timeline page breaks it down by contract type, financing and year.
